Brief — Gulf South Pipeline Co.

Staff of the Federal Energy Regulatory Commission will prepare an environmental assessment (EA) for Gulf South Pipeline Co.’s proposed St. Charles Parish Expansion Project in Louisiana, according to documents filed at the Commission Wednesday [CP16-478]. Gulf South has proposed construction of a new 5,000 hp compressor station near Montz, LA, about 900 feet of new 16-inch diameter pipeline connecting the new compressor station to Gulf South’s existing Index 270-94 Lateral in St. Charles Parish, and auxiliary facilities. The completed project would provide 133,333 Dth/d to serve Entergy Louisiana LLC’s proposed natural gas-fired power plant facility near Montz. Assuming regulatory approvals, Gulf South plans to begin construction in the Fall of 2017 and place the facilities in service by Sept. 1, 2018. The Commission will accept comments on the project through Sept. 23.

Court Turns Down Challenge to Dominion Cove Point LNG

Environmentalists opposed to the export of liquefied natural gas (LNG) were turned down again in a federal appeals court on Friday when arguments against the ongoing liquefaction and export project at the existing Dominion Cove Point LNG terminal were rejected.

Brief — FERC Technical Conference

The Federal Energy Regulatory Commission has scheduled a technical conference at its Washington, DC, headquarters Sept. 30 on California Independent System Operator Corp.’s proposal to implement an interim set of measures to address limitations in the natural gas delivery system due to limited operability of the Aliso Canyon storage facility (see Daily GPI, May 19). FERC directed its staff to schedule a technical conference to assess the effectiveness of the CAISO stopgap measures, and to determine if longer-term changes will be warranted, when it approved market changes proposed by CAISO last month (see Daily GPI,June 2). The conference will be transcribed and webcast. A link to the webcast will be available in the Commission calendar of events atwww.ferc.gov.

Briefs — PG&E, Southern-AGL Merger

Pacific Gas and Electric Co.(PG&E) may begin to implement a precedent-setting plan after California’s State Lands Commission approved a lease extension for the utility’s Diablo Canyon Nuclear Power Plant. The extension would allow the plant to run through the now-targeted shutdown in 2025. PG&E has to file a proposal with the California Public Utilities Commission and convene a conference of interested parties related to settlement reached earlier in June (see Daily GPI,June 21). The State Lands extension was one of five contingencies listed in the settlement agreement.

Keep Barbarians Off The Docket, LNG Project’s Lawyers Tell FERC

The Federal Energy Regulatory Commission (FERC) has extended the response time to July 12 on a show cause order issued to Total Gas & Power North America Inc. (TGPNA) for alleged market manipulation. The show cause order was issued April 28 and had included just 30 days to respond. TGPNA is challenging the FERC’s jurisdiction to pursue the case at all in the U.S. District Court for the Western District of Texas (see Daily GPI, May 3). The company had asked for an extension until the later of 45 days after the federal district court issues an order resolving the threshold jurisdictional issues or 60 days beyond the current due date. The Commission responded with the July 12 date and said the Office of Enforcement staff shall have a 45 day extension of time to file a reply with the Commission (making the reply due 75 days after respondents’ answer is filed).

The race to fill an open seat on the Railroad Commission of Texas (RRC) is down to two Republicans and two Democrats heading for runoff May 24. Meanwhile, the agency is mulling a slate of changes, including a name change, recently recommended by a state review panel.
