The Gas Research Institute has offered a proposed budget of $98million for approval by the Federal Energy Regulatory Commission tofund research and development projects for 2000. The funding wouldcover $72.6 million for 43 Core projects, widely beneficial to theentire industry and gas users and $25.4 million for 22 Non-Coreprojects targeted to specific activities and major market segments.In addition to the FERC-directed portion of the budget, GRIanticipates receiving about $53 million in cofunding from industryand govenrment sources in 2000. The filing Tuesday marked the thirdyear of the seven-year transition to an all-voluntary R&Dprogram. In 2001 the funding through FERC will drop to $70 million,then $60 million in 2002-2004. At the end of that period thefunding will be voluntary.

Western, KCPL Agree With KCC Staff
Western Resources of Topeka, KS, said a stipulation andagreement had been reached with the Kansas Corporation Commission(KCC) staff, resulting in a proposed set of recommendations forsettlement in the company’s merger with Kansas City Power &Light. The New York State Public Service Commission (NYPSC) approvedthe merger of Consolidated Edison of New York and Orange andRockland Utilities. NYPSC Chairman Maureen O. Helmer said Consumerswill benefit from the strength of the companies’ combinedmanagement and from merger-related savings over the next fiveyears.
TX Drilling and Production Off Sharply
The Texas Railroad Commission (TRC) issued 611 original drillingpermits last month, down sharply from 979 issued in March of 1998.The total number of drilling permits issued for the year to date isalso down sharply. The TRC has issued 1,728 permits so far thisyear, down more than 1,200 from the 2,946 permits issued over thesame period of 1998.
Western Seeking CA Utility Certificate
Western Gas Resources-California last week applied to theCalifornia Public Utilities Commission to operate a Californiautility. Western-California, a subsidiary of Western Gas Resources,has acquired an option to buy the Steelhead Pipeline System andportions of the Sacramento River Gas System in northern Californiafor an undisclosed sum. Western is seeking to change the systems’status from proprietary to public utility.
Enron Still May Sell EOG Interest
An April 2 filing with the Securities and Exchange Commission suggests the rumored sale of Enron’s controlling interest in Enron Oil &Gas (EOG) could be in the offing. In the filing, Enron confirmed it is pondering a potential sale of its exploration and production arm among other possibilities.
