Producer Claims Columbia Used Unauthorized Gas Spec to Deny Interconnection Request
A Colorado-based oil and natural gas producer has accused Columbia Gas Transmission of using an allegedly unauthorized gas quality specification to refuse its request for an interconnect to the pipeline.

Colorado Interstate Gas said it is holding a binding open season to test market interest in another Raton Basin pipeline expansion. Last year, the company placed a $61 million Raton expansion into service, adding 104,600 Dth/d of new firm transportation capacity through about 102 miles of various diameter pipeline and 1,770 horsepower of new compression. The 2005 expansion increased CIG’s capacity in the area to more than 380,000 Dth/d, providing five producers — Pioneer Natural Resources, El Paso Energy Raton LLC, Red River Ranch Holding LLC, Apple Tree Holdings LLC and XTO Energy — greater access to Midcontinent and Midwest markets. CIG is seeking new commitments to expand its Raton system and pipeline east of the Campo area through pipeline looping, extensions and additional compression. The proposed receipt points are along CIG’s Picketwire or Cuchara Laterals with delivery points east of Campo Junction into Midcontinent pipelines in southwestern Kansas and the Oklahoma panhandle. Bentek: Onshore, Offshore Gulf Production Shut-ins Fall to 5,857 MMcf/d Thursday
Cumulative gas production shut-ins onshore and offshore Texas and Louisiana are nearly 300 Bcf since hurricanes Katrina and Rita struck, Colorado-based consulting firm Bentek Energy reported Thursday. However, gas production from the Gulf Coast finally has risen to nearly 8 Bcf/d compared to about 13.8 Bcf/d prior to the hurricanes.
CSU Forecasters Warn October Could See ‘Major Hurricane’
With more than a month left in the 2005 Atlantic hurricane season, Colorado State University forecasters said Monday that the United States isn’t out of the woods yet. In fact, they project that October will continue the trend of above-average activity that has already been witnessed in the preceding four months of the hurricane season.

Xcel Unit Reaches Settlement Tied to 2000-2001 California Power Sales
Xcel Energy subsidiary Public Service Co. of Colorado (PSCo) last Wednesday said that it has reached a settlement pact with a group of California entities including, among others, the California attorney general, involving a number of proceedings before FERC relating to the price of sales into the California electricity markets from May 1, 2000 through June 20, 2001.

Oxy Affiliates Seek Continued FERC Probe of Possible Xcel Affiliate Abuse
Adoption of a proposal made by Xcel Energy Services (XES) to implement cost-based rates for the Southwestern Public Service Co. (SPS) and Public Service Company of Colorado (PSCo) control areas does not mean that FERC should scrap a probe examining possible affiliate abuse involving XES and affiliates, Occidental Permian Ltd. and Occidental Power Marketing, L.P. told FERC on Tuesday.
XTO to Develop ExxonMobil’s Piceance Basin Properties
XTO Energy Inc. will develop acreage in the northeastern portion of the Piceance Basin in northwest Colorado under a farm-in agreement with ExxonMobil Corp., the producer said Thursday. Revising their predictions on the eve of the official start to hurricane season, Colorado State University’s William M. Gray and Philip J. Klotzbach said the 2005 hurricane activity in the Atlantic Basin is now expected to be “well-above average,” an upgrade from their early April prediction for an “above-average” hurricane season (see NGI, April 4). Hurricane season officially runs from June 1 to November 20.
