South Texas VLCC Project to Export Oil Gains Momentum as $92M Contract Awarded

As midstream companies like Enbridge Inc. begin racing to develop deepwater export terminals along the Gulf Coast to accommodate very large crude carriers (VLCC), federal authorities have upped their efforts to deepen the country’s largest export port as the U.S. Army Corps of Engineers awarded its first contract last week for the Corpus Christi Ship Channel Improvement Project.

Brief — Corpus Ship Channel Funding

The U.S. Army Corps of Engineers has earmarked an additional $59 million for the Corpus Christi Ship Channel Improvement Project (CIP) in South Texas in its fiscal year 2019 work plan, bringing total federal appropriations to $95 million. The CIP is to include dredging to expand the ship channel to 54 feet from 47 feet and widen it to 530 feet to accommodate larger vessels and allow for more efficient traffic flows. The Port of Corpus Christi also has a feasibility study underway to dredge to a depth of 75 feet, which would allow very large crude carriers to be fully loaded, allowing more U.S. oil to be exported.

Kinder Morgan Energy Partners LP has signed a long-term contract to support the expansion of its Sweeny Lateral pipeline, which it is building from the Kinder Morgan Crude Condensate pipeline to Phillip 66’s Sweeny Refinery in Brazoria County, TX. The expansion will increase the capacity on the 27-mile, 12-inch diameter lateral from an initial 30,000 b/d to 100,000 b/d. Kinder Morgan will add new pumps and an additional 120,000 bbl storage tank at its Wharton Pump Station in Wharton County, TX, and increase the truck offload capabilities at its DeWitt Station in DeWitt, County, TX. “We are pleased to provide Phillips 66 with a flexible option to move more crude and condensate out of the Eagle Ford Shale to their refinery in Sweeny,” said KMP Products Pipelines President Ron McClain. Kinder Morgan’s crude/condensate pipeline, which went into service last June, transports crude/condensate from the Eagle Ford to the Houston Ship Channel.

Petrohawk Makes Headway in the Eagle Ford

Petrohawk Energy Corp. on Tuesday announced it has conducted successful tests using a new flow-channel fracturing technique called HiWAY, created by Houston-based Schlumberger Ltd. The producer said 10-12 test wells in the Hawkville Field area of the Eagle Ford Shale play yielded increased production, which will lead to expanded use of the technology.
