NOAA: Variable Winter Patterns Challenge Forecasters

The absence of La Nina and El Nino in the equatorial Pacific Ocean this year has made predicting seasonal weather patterns more challenging, the National Oceanic and Atmospheric Administration (NOAA) said Thursday.
