Pacific Gas & Electric waited until Monday afternoon to issue a systemwide Stage 2 high-inventory OFO for Tuesday that carried penalties of $1/Dth for exceeding an 11% tolerance for positive daily imbalances. The OFO was allowed to lapse Wednesday.

Facing Stiff Local Opposition, AES Files Sparrows Point LNG Project

About 100 feet of paper was loaded onto a truck and carried to regulators last Monday as AES Corp. formally filed its application for the Sparrows Point liquefied natural gas (LNG) project, which would be built at the site of a former steel mill on a peninsula that juts out into Chesapeake Bay in Baltimore, MD. But with virtually no local political support for the 1.5 Bcf/d project, the hardest work may still be yet to come for AES.

As it had said might be necessary, Florida Gas Transmission issued an Overage Alert Day for market-area customers Tuesday. It carried a 15% tolerance for negative daily imbalances. However, the pipeline said it might have to reverse course and issue an Underage Alert Day on Wednesday because of Tropical Storm Ernesto’s expected landfall in the Sunshine state. “There is a concern that the reduction in load may cause a significant underburn on the FGT system for Wednesday’s gas day,” it said. “FGT will be making decisions concerning an Overage or Underage Alert Day on a daily basis. FGT will try to afford customers as much flexibility as possible while first maintaining operational reliability.”
