Just as the Nov. 28-Dec. 2 trading week featured three days of mostly rising prices followed by two days of majority softness, the current week’s market was generally strong through Wednesday before falling at most locations Thursday.

Dynegy Inc. has named Carol F. Graebner executive vice president and general counsel. She will be responsible for Dynegy’s legal, regulatory and government affairs activities, and will report directly to CEO Bruce A. Williamson. Graebner, 49, joins Dynegy from Duke Energy International. She also served as general counsel for Conoco Global Power Inc. Graebner replaces Kenneth E. Randolph, who is retiring after 18 years with Dynegy.

Utilities Seek Exemption from CAA Lawsuits
Attorney General Janet Reno and Environmental Protection Agency(EPA) Administrator Carol M. Browner have urged Capitol Hilllawmakers not to approve legislative language that would exemptcoal-fired utilities from legal action for their alleged violationsof the Clean Air Act (CAA).
