Carl T. Johnson has been sworn in as the second administrator of the Department of Transportation’s (DOT) Pipeline and Hazardous Materials Safety Administration, which oversees the safety of natural gas and hazardous materials pipelines. He was confirmed by the U.S. Senate in December. Prior to the DOT, Johnson was president of the Compressed Gas Association, served as special assistant to former Rep. Amory Houghton (R-NY) and was director of federal government relations at Corning Glass Works. He received his bachelor’s degree from Cornell University and his master’s degree from George Washington University.

Senate Eyes Bill to Bring ICE, Energy Platforms Under CFTC Thumb

Sen. Carl Levin (D-MI) last Monday said he and several other senators are drafting legislation to be debated in the fall that would subject unregulated electronic energy trading platforms, such as Atlanta-based IntercontinentalExchange (ICE), to the oversight of the Commodity Futures Trading Commission (CFTC). The CFTC also announced that it will hold a September hearing to review its level of regulation in energy markets.

OTC Energy Transparency Bill Announced

U.S. Sens Dianne Feinstein (D-CA), Olympia Snowe (R-ME), Carl Levin (D-MI) and Maria Cantwell (D-WA) announced plans last week to introduce the Oil and Gas Traders Oversight Act, which would require companies that trade in the electronic over-the-counter (OTC) energy trading business to keep records for five years on large trading positions and report those positions to the Commodity Futures Trading Commission (CFTC) or the Justice Department upon request.
