Effective today, Sonat is canceling an OFO Type 3 that wasimplemented last Friday for five groups on its system (see Daily GPI,Dec. 28). An OFO Type 22 that began lastSaturday for nine groups on Sonat’s South Georgia facilities (seeDaily GPI, Dec. 29) was lifted Thursday.

After canceling last week’s Unauthorized Overpull Penalty situationFriday (see Daily GPI, Nov. 13), El Pasoreinstated the OFO Monday until further notice. The Window Rock (AZ) BStation was brought back partially online late Saturday afternoon,causing the previous 250 MMcf/d reduction of North Mainline capacityto fall to 150 MMcf/d. That level of constraint will remain in effectuntil the next block of compression becomes available sometime thisweek, the pipeline said.

Shortly after canceling an Overage Alert Day notice (see Daily GPI,Feb.1), Florida Gas Transmissionreported experiencing enough market-area demand to reinstate thenotice Tuesday east of Station 13 in northern Florida. As with theearlier one, the OFO carries a 6% tolerance for negative imbalances.

KCPL Leaves Western Resources at the Altar

Kansas City Power & Light Co. (KCPL) threw down its bouquetlast week, canceling its proposed merger with the financiallytroubled Western Resources citing doubts about Western’s growth andincreasing shareholder opposition to the transaction. KCPL canceledthe merger using a stipulation in the original agreement requiringthe merger to have all regulatory approvals completed by Dec. 31,1999. The merger suffered from regulatory delays and never receiveda final okay from FERC.

KCPL canceled the merger using a stipulation in theoriginal agreement requiring the merger to have all regulatoryapprovals completed by Dec. 31, 1999. The merger suffered fromregulatory delays and never received a final okay from the FederalEnergy Regulatory Commission.
