Following the Department of Energy’s (DOE) surprise FutureGen project restructuring that aims to cancel the government funding and support of the proposed Mattoon, IL, project, Illinois lawmakers — feeling like the rug was pulled out from underneath the state — came together from both sides of the aisle to inform President Bush that they have lost confidence in Secretary of Energy Samuel Bodman and hope that the president will move forward with the FutureGen program as planned.

FERC last Wednesday granted a request by Tuscarora Gas Transmission to cancel the second phase of a planned pipeline expansion that was intended to serve a power generation plant proposed by Duke Energy. The pipeline asked the Commission to vacate the certificate order for this phase of the project after Duke Energy North America LLC placed on indefinite hold its plans for a 540 MW Washoe generating facility near Reno, NV.

Texas Eastern will cancel Saturday the OFO that took effect March 1 (see Daily GPI, Feb. 26) requiring customers to withdraw gas from storage only after maximizing the use of mainline firm transportation. The OFO regarding storage inventory transfers issued Feb. 28 (see Daily GPI, March 3) remains in effect. “While storage deliverability relative to firm withdrawal rights is recovering, the fact remains that storage inventories are low and storage deliverability is a function, in part, of inventory levels. Accordingly Texas Eastern reminds all point operators and shippers of the need to limit ‘due pipeline’ imbalances so as not to unduly place transportation support demands on Texas Eastern’s storage fields,” the pipeline said Thursday.
First Nation Chiefs Threaten to Cancel Gas Leases Without Royalty Payments
Canada’s Stoney First Nation chiefs threatened Tuesday to stop renewing leases for oil and gas companies that operate on their lands unless a Canadian agency collects from the companies more than C$10 million (US$6.4 million) they allege their tribes are owed in royalties. The gas-rich fields located on the Stoney lands include Shell Canada’s Jumping Pound field and the Wildcat Hills field of Petro-Canada. Both companies said Tuesday they would pay their share of royalties, but want the government to resolve the issue.
