The proposed rulemaking calling for a relaxation of FERC’srestrictive policy for off-the-record communications is “essentialto providing timely and adequate information” for the Commissionstaff to conduct environmental reviews of proposed pipelineprojects, the Interstate Natural Gas Association of America (INGAA)said last week.

Calling his own merchant underground natural gas storage fieldin northern California a “done deal,” a Calgary-based AlbertaEnergy official speculated that any competitors in developingnonutility, market-based storage “have quite a bit of work to do”to get a competing facility up and running. It was an indirectreference to a smaller, competing facility whose backers say theywill file with California regulators Oct. 1. (See Daily GPI, Sept.21)

NICOR and GE Power Systems signed a memorandum of understanding,calling for GE to supply NICOR with GE-Elliott Energy Systems (EES)turbo alternators for sale to customers in the midwestern UnitedStates.

The proposal of Columbia Gas Transmission and Columbia GulfTransmission calling for FERC to allow the negotiation of terms andconditions of pipeline services would provide a “usefulimplementation tool for enactment of a generic program,” theAmerican Gas Association says.

The futures market made gains for the second day in a rowTuesday on what many sources are calling a bit of a technicalcorrection in an otherwise down market. That left the Septembercontract hovering within striking distance of the downtrend linethat has thwarted upward momentum since July 9. September finishedup 2.6 cents to settle at 1.895.

Interstate pipelines said they support FERC’s proposedrulemaking calling for them to post the identities of theirmarketing affiliates and any name change information on theInternet as part of the Commission’s effort to better monitortransactions between the parties. But they took issue with theproposed requirement that they update the information within threebusiness days of any change.
