The currently one-member Wisconsin Public Service Commission issoon to be restored to full three-commissioner status. Thecommission has been down to one member, Joe Mettner, since May 15when Chair Cheryl L. Parrino stepped down. Previously, Dan Eastmanleft his commission post April 30.
Hebert Steps Out in Front on Gas Issues
While FERC’s regulatory gas options paper so far has been kepttightly under wraps, Commissioner Curt L. Hebert Jr. clearly is nothiding his views on some of the most important issues theCommission will face over the next few years. In an articlepublished in the Energy Law Journal, Hebert begins to tackle thequestion of how the Commission can “develop incentives that willspur the industry to act more competitively.”
Trading Orderly and Sedate as Bidweek Nears End

Things had settled down Thursday and June gas was tradingin about the same area as it had following the futures expiryWednesday, a Midwest-based marketer noted. July Debuts By Retracing Some of June’s Losses
Thursdays have been a bearish trader’s best friend lately withthree of the last four featuring follow-through selling on theheels of some hefty storage refill estimates. However, yesterdaydid not follow true to form, as traders digested alarger-than-expected 92 Bcf American Gas Association storage refillestimate then managed to push July up 2.5 cents to settle at$2.071. In doing so, several traders remarked, July exhibitedJune-like characteristics marked by narrow trading ranges amidrelatively low volume. June looked to expire without much fussearlier in the week, then the bottom dropped out on the last day.It “looks as if that was more a case of people liquidatingpositions then anything,” a trader reasoned.
TransCanada, Nova Merger Clears Hurdles
As expected following the landmark gas accord in Canada in thefirst week of April, it has been smooth sailing for the merger ofTransCanada and Nova Corp. The Alberta Energy and Utilities Boardgave its blessing to the deal this week. And the companies said theCanadian Competition Bureau has completed its review of thetransaction without requesting alterations.
