Calling it the first comprehensive grouped-utility privatizationcontract awarded by the Department of Defense (DOD), the U.S. ArmyMilitary District of Washington and Enron Federal Solutions Inc.announced a 10-year $24.8 million deal last week. The Enronsubsidiary will manage all of New York-based Fort Hamilton’sutility needs. The announcement was made at Fort McNair inWashington D.C.

Enron Americas LNG Co. has withdrawn its protest alleging that Southern LNG Inc. showed preferential treatment when it awarded the entire capacity of its facility on Elba Island in Georgia, which it is seeking to reactivate, to its marketing affiliate. Since filing the protest in August, the two companies “have negotiated a commercial resolution regarding the future use of the Elba Island Terminal.” Enron LNG said it now supports Southern LNG’s bid for a preliminary determination by Dec. 31 and final approval in the first quarter of 2000 to upgrade and reactivate the mothballed terminalling facility. El Paso Natural Gas last week said it awarded only a smallfraction of the 1.35 BBtu/d of soon-to-be available firm capacityon its system to one shipper — Williams Energy Marketing andTrading — following its recent open season. “There were no bigwinners,” noted El Paso President Richard Baish. The pipelinerejected the majority of shipper bids because they failed to meetthe “minimum revenue threshold” requirements for the capacity.
