With one commissioner dissenting and another recusing himself, the California Public Utilities Commission (CPUC) Thursday voted 3-1 to authorize the confidential natural gas wholesale hedging plans of the state’s three major private-sector gas utilities for the coming winter season. The approval places all the costs and benefits of the programs on the utilities’ ratepayers who are the beneficiaries of the hedging, the CPUC said, although Commissioner Geoffrey Brown disagreed.

The Senate Energy and Natural Resources Committee has scheduled an Oct. 19 mark-up of a budget reconciliation package for fiscal year 2006 that would authorize exploration and production in the Arctic National Wildlife Refuge (ANWR).

The gasification function and the pipeline loop portions of its Lake Charles, LA, LNG operations expansion are ready to go, Trunkline LNG said in asking FERC to authorize start-up and an interim tariff by July 20 to process and sendout expected LNG deliveries at the import terminal.
