CPUC Formally Asks FERC to Intervene in Long Beach LNG Proposal

The California Public Utility Commission (CPUC) last Monday filed a protest with FERC of the Mitsubishi Corp. proposal to build a liquefied natural gas (LNG) receiving terminal in Long Beach harbor. As reported in NGI in February, the CPUC believes it has jurisdiction over the proposed project.

Chairman Kenneth Lay in federal court this week, claiming Lay had “demonstrated a frankly whimsical approach” toward constitutional protection against self-incrimination, and asked the court to put an end to “this charade” by compelling him to turn over 870 pages of documents it has requested for nearly two years.

Puget Sound Energy Asks for 13% Gas Rate Hike

Bellevue, WA-based Puget Sound Energy Friday asked state regulators for an overall 13.3% natural gas rate increase, effective Oct. 1, to cover its higher wholesale gas supply costs. The Puget Energy subsidiary made the filing under a “purchased gas adjustment” (PGA) process established by the Washington Utilities and Transportation Commission.

After receiving a one-year extension last July to get the West Zone of its converted pipeline up and running and supplying natural gas in California, Questar Southern Trails Pipeline Co. is back at FERC again — this time, it has asked for an 18-month extension to overcome the state regulatory roadblocks that it claims are frustrating the western end of its project.
