Huge NYC Spike Conspicuous in Overall Softer Market

In sharp contrast to falling prices in all other areas,Northeast citygates were moving higher Tuesday. By far the mostdazzling performance came from Transco deliveries into New YorkCity that spiked by about a dollar above $4, much as they had onNov. 30. Unlike the end of November, when Transco Zone 6-NYC quotespeaked at $4.75, Tuesday’s top end hit $5.05.

CMP Endorsed For Maine Territories

Staff of the Maine Public Utilities Commission (PUC) recommendCMP Natural Gas (CMPNG) be allowed to serve “un-served” areas ofGorham and Westbrook, ME, as well as serve Calpine’s proposed540-megawatt gas-fired power plant in Westbrook. Last July, CMPNGand Calpine signed a long-term contract to provide gas deliveryservice contingent upon PUC approval. Construction of Calpine’s$200 million electric generating facility is under way and willrequire gas service by June 1.

Most Points Flat to a Bit Higher; California Down

Colder weather in northern market areas didn’t do much to raisecash prices, but it kept demand high enough to provide some pricesupport. Most eastern points were flat to slightly higher. In theWest, Rockies pipes emulated markets to the East with generallyflat performances, but California points fell by about a nickel ormore after PG&E announced it was lifting its two-daylow-linepack OFO.

Shaky at Start, Futures Rumble Higher Amid Pre-AGA Hype

As cooling temperatures were giving heat ravaged areas from theUpper Midwest to the Southeast much needed relief, the natural gasfutures market was doing its own cooling off early yesterday asprices dipped to the lowest level since July 23. The move lower wasshort-lived and after opening at $2.50 the August contract wasunable to attract follow-though selling, leaving buyers to bid themarket higher throughout the rest of the day. The prompt monthfinished up 3.2 cents at $2.575.

Public Service Co. of Colorado and Cheyenne (WY) Light Fuel& Power will implement Operational Balancing Procedures in allareas effective Saturday and Sunday. The effect is to requireshippers to cut nominations to a level that does not exceedestimated daily consumption taken from a previous “Model Day” (inthis case July 4, 1999). Imbalance paybacks will not be allowedduring the OBP period.
