Enstor Operating Co. LLC said it is accepting bids for firm storage capacity at the Katy Storage Hub that will be available starting April 1, 2005. Non binding bids are due Oct. 29. The Katy Hub is connected to eight Texas intrastate and four interstate pipeline systems. Katy has a total storage capacity of 21 Bcf. Firm storage services of up to five annual cycles will be offered. Enstor also is offering capacity at its proposed Houston Storage Hub, which is expected to be connected to seven interstate and intrastate pipelines. It would provide 10 annual cycles of storage service. Total working storage capacity at the Houston Hub is expected to be 18 Bcf with a maximum deliverability of 1.5 Bcf/d. Alliance Pipeline announced that CEO Allan L. Edgeworth will retire in the second half of 2004. Edgeworth joined Alliance in April 1998. He was appointed President in January 2001, and added the role of CEO in March 2001. Alliance currently is searching for a replacement. “Al has played a key role in the development, construction and operation of Alliance,” said Chairman Guy J. Turcotte, “and has been a significant factor in the success of the pipeline.” Alliance is a 2,307-mile pipeline system that extends from northeastern British Columbia and northwestern Alberta to the Chicago market hub. The system is designed to transport 1.325 Bcf/d of gas. It is owned by Enbridge and Fort Chicago Energy Partners.

Stone Energy Corp., headquartered in Lafayette, LA, has elected David H. Welch as its new president and CEO and as a member of the board of directors, effective April 1. Current President and CEO D. Peter Canty is retiring, however, he will continue as a director. Welch, 55, began working at Amoco in 1978 and subsequently, at BP America Inc. where he most recently served as senior vice president responsible for all external affairs in North America. He also was president of BP Alaska Canada Gas, and was earlier president of BP’s Deepwater Gulf of Mexico Development and Production business. Canty’s association with Stone began in 1981 when he joined a predecessor company. He was the primary designer of the acquisition and exploitation strategy that has been responsible for the successful development and growth of Stone since its formation.
Enron Says Creditors Agree on Reorganization Plan; But Legal Troubles Continue
“This very short extension, if granted, will allow us to finalize an agreement we have reached in principle between the official representative of all our creditors and the court-appointed plan facilitator of the Enron North America estate,” said Stephen F. Cooper, Enron acting CEO and chief restructuring officer. “We believe that the extension will ultimately expedite our court proceedings, and we are hopeful that the court will approve our motion. We are very pleased with the prospect that the plan will have the support of both the Creditors’ Committee and the ENA Examiner.”

FERC To Hear Oral Arguments in Western Power Contract Cases on April 23
FERC will hear oral arguments this Wednesday related to bids by Nevada Power Co., Sierra Pacific Power Co. and two other western-based power entities to reform several power contracts they entered into with power suppliers during the height of the 2000-2001 western energy crisis, the Commission said last week.
FERC Schedules Technical Conference on Price Surveys
FERC said Friday that it will hold a technical conference on April 24 to discuss issues related to the adequacy of natural gas price information, including how data is collected, how publicly available quotes are checked for authenticity and reliability, adequacy of coverage, what effort is made to determine whether the information received and published is complete or representative of its type of transaction, and what models best serve price discovery needs for natural gas markets.
