Mexico’s Comision Reguladora de Energia has a new chairman, after President Vicente Fox appointed Dionisio Perez-Jacome Friscione to a five-year term. Perez-Jacome had headed the Energy Ministry’s Investment Promotion Unit and had also served in the ministry as executive director for Public Non-basic Petrochemical Companies.

Leviathan Becomes El Paso Energy Partners

El Paso Energy changed the name of Leviathan Gas PipelinePartners, L.P. yesterday to El Paso Energy Partners, L.P.,effective Dec. 1, and appointed Robert G. Phillips, who iscurrently president of El Paso Field Services and a director ofLeviathan, the company’s new CEO. Leviathan’s board accepted theresignation of CEO Grant E. Sims.

The office and position were created as part ofinternal restructuring at the Commission under the FERC Firstprogram. Larcamp has served as senior counsel and policy advisor toFERC Chairman James. J. Hoecker on electric power issues sinceAugust.

Walt Rosenbusch, a native of Austin, TX, has been appointeddirector of the Minerals Management Service, succeeding CynthiaQuarterman who resigned in February. Rosenbusch takes office May17. Since July, 1996 he has worked as a senior tax manager forErnst & Young’s Houston Energy Service Team. Prior to thatRosenbusch was with the U.S. Dept. of Interior in the land andminerals management area, working to resolve royalty issuesinvolving on- and offshore leasing. He had worked in the TexasGeneral Land Office where he was responsible for the management andadministration of 13.5 million mineral acres.

Texas Gov. George W. Bush appointedBrett A. Perlman of Houstonto the Public Utility Commission of Texas to serve a term endingSept. 1, 2003. Perlman is a management consultant with McKinsey andCo. Inc., specializing in high technology and telecommunications.He is responsible for providing strategic planning advice to seniorexecutives of Fortune 500 companies. He was previously an attorneywith the law firm of Jenkens and Gilchrist in Houston and from1985-89, was an attorney with the Washington D.C. law firm of AkinGump Strauss Hauer & Feld.
