Washington Gas Light Co. (WGL) has applied to the Virginia State Corporation Commission (SCC) to combine its winter gas hedging program and a pilot summer storage gas financial hedging program the company started in 2006.

Cardinal Gas Storage Partners subsidiary Perryville Gas Storage LLC has applied to FERC for a certificate of public convenience and necessity to construct, own and operate a new salt dome natural gas storage facility and related facilities in the Crowville Salt Dome in Franklin and Richland parishes, LA. The facility will provide a total of approximately 15 Bcf of working capacity in two caverns. Plans call for interconnections with CenterPoint Energy Gas Transmission and Columbia Gulf Transmission near Delhi, LA. The company also requested FERC approval to provide firm and interruptible storage services and interruptible hub services from the facility. Assuming FERC authorization by Dec. 1, Perryville said construction could begin in early 2010.

El Paso Applies with FERC to Build Ruby Pipe

El Paso Corp. late Tuesday applied with the Federal Energy Regulatory Commission to construct and operate Ruby Pipeline, which would carry Rocky Mountain natural gas supplies from Wyoming to southeast Oregon to connect to existing north-south interstate pipelines.

Transportation Notes

Southern Natural Gas will implement an OFO Type 6 for short imbalances Thursday. There will be no penalties for short imbalances up to 2% or 200 Dth, whichever is greater. Tiered penalties will be applied for larger imbalances, up to a maximum of $15/Dth for those exceeding 8%. The pipeline had warned Tuesday that such an OFO was highly likely for Thursday and Friday.

Algonquin Files at FERC for Expansion Targeting the Northeast

Algonquin Gas Transmission has applied to the Federal Energy Regulatory Commission (FERC) to construct its East-to-West Expansion Project, which would move regasified liquefied natural gas (LNG) from the eastern end of the pipeline’s system to northeastern markets, including New England, New York and New Jersey, by November 2009, the company said Tuesday.
