Nova Scotia Amends LNG Design, Operation Rules
The government of Nova Scotia has approved amendments to its natural gas plant regulations, which establish standards for the design, construction and operation of liquefied natural gas (LNG) terminals. The rules took effect July 8 and will affect two proposed LNG facilities in Nova Scotia.
House Panel Approves More LIHEAP Funds, Expanded Daylight Saving Time
In abbreviated mark-up sessions the first week of April, the House Energy and Commerce Committee passed two “feel good” amendments to increase spending for a federal energy assistance program by 50% effective 2006 and extend Daylight Saving Time by a month at either end. The mark-up was cut short to allow key lawmakers to attend the Pope’s funeral; it will resume on April 12 at 2 p.m.
AZ Regulators Reject UniSource Sale to Private Investors
After two days of debate and several failed amendments, the Arizona Corporation Commission (ACC) last Tuesday rejected the proposed sale of Tucson Electric Power’s (TEP’s) parent company, UniSource Energy Corp., to a private investor group headed by the Wall Street leveraged-buyout firm of Kohlberg Kravis Roberts & Co. (KKR). The commissioners on a 4-1 vote supported a regulatory judge’s recommendation to reject the multi-billion-dollar deal.
Senate Divided over Renewable Energy Mandate, Derivatives
Republican and Democratic senators Tuesday drew lines in the sand over key amendments to strike a federal mandate for renewable energy from the omnibus energy bill (S. 517), and to regulate trading of over-the-counter (OTC) energy derivatives.
Mitchell Gets OK for In-Fill Drilling in TX
Mitchell Energy & Development Corp. received approval fromthe Texas Railroad Commission for field rule amendments that willenable the company to more aggressively develop its Barnett Shalegas reserves in North Texas. The new field rules permit Mitchell todrill wells in the Newark East (Barnett Shale) field on as littleas 40-acre spacing. As a result of increased well density, or”in-fill drilling,” the company expects as many as 100 wells withabout 80 Bcf of estimated net gas reserves will be added to theproved undeveloped category. The new locations bring totalundeveloped well locations to about 200 for the field. The companyalso has identified another 100 probable locations that may beadded in the future.
