TVA Recommends New NatGas-Fired Plant in Memphis

In an effort to comply with agreements to reduce emissions, the Tennessee Valley Authority (TVA) has recommended shuttering its Allen Fossil Plant and the facility’s three coal-fired units, replacing them with a new natural gas-fired plant on adjacent property in Memphis, TN.

GulfWest Energy Inc. has entered into a joint venture with Allen Drilling Acquisition Co. (ADAC), a subsidiary of Advanced Energy Recovery Inc., a midstream natural gas and production company located in Mission, KS. The joint venture, incorporated as Elgin Holdings LLC, was formed to activate a currently inactive gas gathering system in Hardin County, TX and to develop deep rights for natural gas on non-producing acreage in Madison County, TX. In forming the joint venture, GulfWest agreed to contribute its deep rights on the non-producing acreage and its ownership of the inactive gas gathering system, and ADAC committed to provide the initial capital funding to Elgin for the projects. GulfWest holds a 47.5% interest in Elgin and will act as the operating partner of Elgin Holdings. The pipeline in Hardin County is being prepared to be operational by the end of December.

Devon Energy Corp. reported that H. Allen Turner, senior vice president of corporate development, plans to retire at the end of this month to pursue other interests. Turner led Devon’s corporate finance and capital formation activities since joining the company in 1982. Brian J. Jennings, Devon’s current vice president of corporate finance, has been elected to succeed Turner. Devon Energy said Jennings brings more than 17 years of oil and gas-related experience, including 11 years in energy investment banking. The company also announced that David J. Sambrooks has been elected to the position of vice president and general manager-international division. He was previously production manager for South America. Prior to its merger with Devon, Sambrooks served as general manager of international business development and western hemisphere production for Santa Fe Snyder Corp. Devon Energy is an independent energy company engaged in oil and gas exploration, production and property acquisitions. Almost 75% of the company’s proved reserves are located in North America. Devon Energy also has significant international operations in Azerbaijan, Southeast Asia, South America and West Africa.

The board of directors of Southern Company elected President and CEO Allen Franklin as its chairman. Franklin replaces retiring Chairman A.W. “Bill” Dahlberg as the board’s new leader. Prior to the board electing him to the CEO position last month, Franklin had served as president and COO of Southern since 1999. From 1994 to 1999, he was president and CEO of Georgia Power, Southern’s largest subsidiary.
