North Dakota again set new all-time highs for oil and natural gas production, drilling permits issued and producing wells in August, according to the latest report from state Department of Mineral Resources (DMR) Director Lynn Helms. The average price for sweet crude was up, too.

CFTC Urges More Protections for Futures, Swaps Customers

In response to collapses at Peregrine Financial Group Inc. (see NGI, July 23) and MF Global Holdings Ltd. (see NGI, Nov. 14, 2011), both of which involved the misappropriation of customer funds, the Commodity Futures Trading Commission (CFTC) last week voted out a proposed set of rules to provide a greater level of protection to customers that participate in the futures and swaps markets, including the protection of customer funds held by futures commission merchants (FCM) and derivatives clearing organizations.

DCP Midstream’s Sand Hills Pipeline has initiated natural gas liquids transport service from the Eagle Ford Shale. DCP is opening Sand Hills in phases, with this first segment in South Texas online. By the end of 2012, DCP will have completed Sand Hills to connect directly into Mont Belvieu, TX. “When finished, Sand Hills Pipeline will be a major link between the liquids-rich Eagle Ford and Permian producing regions and growing Gulf Coast markets,” said DCP CEO Tom O’Connor. Construction activities continue on the second phase of Sand Hills for Permian Basin service. This phase is expected to enter service by the second quarter of 2013. Sand Hills will consist of 720 miles of 20-inch diameter pipeline with an initial capacity of more than 200,000 b/d, which can grow to 350,000 b/d with the installation of additional pump stations (see Shale Daily, Aug. 19, 2011).

Midwest, West Coast Lead Cash Gains; Futures Fly Following EIA Data

Cash prices overall advanced on average of about 9 cents Thursday, and futures settled at the highest point since December 2011. Particular strength was noted in the Midwest and eastern prices rose as cooler temperatures were forecast. California and West Coast prices firmed following repairs to a compressor station.

Tennessee Seeks to Place Entire Northeast Project in Service

Tennessee Gas Pipeline Co. Monday sought authorization to place the remaining portion of its Northeast Supply Diversification (NSD) Project in service on Nov. 1. The request came only days after the Federal Energy Regulatory Commission approved the start-up of a portion of the NSD facilities to provide service to three shippers beginning Oct. 1 (see Shale Daily, Sept. 24).
