Industry Groups Split over Market-Based Rates for Independent Storage Developers

Key industry groups are divided over whether FERC should grant “blanket” market-based rate authority to independent storage developers to encourage the growth of more natural gas storage. But they all agree that if the Commission relaxes its market power test for new independent storage facilities, it should require greater accountability from them to shield customers from potential abuses.

The power industry will undergo a “very significant” restructuring “that will yield enormous growth opportunities for us as a company,” Mark Jacobs, CFO at Reliant Energy, told an audience of financial professionals last Tuesday at the Banc of America Energy and Power Conference. “I think those growth opportunities may come more quickly than we’re all expecting,” Jacobs said.

In an effort to display its storage rate design flexibility, FERC granted Saltville Gas Storage in Virginia rehearing Thursday on its novel cost-based rates, and awarded a certificate to the Pine Prairie storage project in Evangeline Parish, LA, with authorization to charge market-based rates.

Oneok Completes Purchase of General Partner Stake in Northern Border

Oneok said Wednesday that it completed its previously announced $175 million purchase of Northern Plains Natural Gas, which owns 82.5% of the general partner interest and 500,000 limited partnership units (representing a 2.73% ownership interest) in Northern Border Partners LP. Oneok will now operate an additional 2,300 miles of regulated interstate gas pipelines with 4.3 Bcf/d of natural gas throughout in the Midwest.

Municipal utility company Philadelphia Gas Works (PGW) last week issued a request (RFP) for proposals from energy companies regarding plans to convert its existing Richmond Plant LNG peak shaving facility, the largest facility of its kind in the nation in terms of storage and vaporization capacity, into a full-time import terminal on the Delaware River.

Domenici Plans to Act on ANWR in Next Congress

A key priority of Sen. Pete Domenici (R-NM), chairman of the Senate Energy and Natural Resources Committee, will be to open the coastal plain of the Arctic National Wildlife Refuge (ANWR) as part of the budget reconciliation process next year, according to committee spokeswoman Marne Funk.
