Severance Tax Discussions Begin in Maryland

A Maryland panel is recommending that the state impose both a fee and a tax on shale gas development, as well as shift more costs to industry, but it did not propose specific details for any changes.

Martin L. Allday, chairman of the Federal Energy Regulatory Commission from 1989 to 1993, died last Monday in Austin, TX, at the age of 82. “Chairman Allday was one of the founding fathers of FERC competition policy,” said FERC Chairman Joseph Kelliher. “Under [his] direction, FERC embarked on the restructuring of the interstate natural gas pipeline industry, culminating in 1992 with the landmark Order 636. That rulemaking, which required separation of sales and transportation services on interstate natural gas pipelines, is widely praised for helping usher in…energy market competition.” Allday is survived by his wife, three children and several grandchildren. Former President George Herbert Walker Bush, a close friend of Allday, was one of the pallbearers at the funeral last Thursday.

$8 Resistance Continues to Hold as Futures Creep Higher

Borrowing the premise from the 1993 movie Groundhog Day in which Bill Murray’s character is doomed to continually repeat the same day of his life forever, natural gas futures traders find themselves continuing to assault $8 psychological resistance in the December contract only to experience the same result each time — failure. On Monday the prompt month reached a high of $8 in afternoon trading before sinking to close at $7.894, up a dime from Friday’s close.

Hansen Chosen Leader Of New Gas Committee

Christine Hansen, Interstate Oil and Gas Compact Commission(IOGCC) executive director since 1993, was named to the newCommittee on Natural Gas for the National Petroleum Council (NPC).The committee, formed at the request of U.S. Secretary of EnergyBill Richardson, has been charged with a reassessment of its 1992study “Potential of Natural Gas in the United States,” and willreport back to Richardson by mid-1999.The study will focus on thecapability of the industry to meet growing gas demands and alsowill compare the 1992-98 actual supply-demand with projections madein the 1992 study.
