Oxy Reports Record U.S. Production; CEO Silent on Future

Los Angeles-based Occidental Petroleum Corp. (Oxy) set a record U.S. production at 478,000 boe/d in 1Q2013, its 10th consecutive record quarter, Oxy officials reported Thursday during a conference call with analysts. Income from continuing operations during the quarter was down slightly from the same period last year ($1.4 billion, or $1.69/diluted share, vs. $1.6 billion, or $1.92/diluted share, in 1Q2012), they said.

Sempra Wins in Mexican Court LNG Plant Ruling

A federal judge in the 10th District Court in Ensenada, Mexico, has permanently blocked the City of Ensenada from attempting to shut operations at Sempra Energy’s Energia Costa Azul liquefied natural gas (LNG) receiving terminal along the Pacific Coast of North Baja California. Other litigation by an adjacent landowner remains unresolved, although Sempra maintains that it will eventually prevail.

The Bureau of Ocean Energy Management, Regulation and Enforcement has approved its 10th permit for drilling in the deepwater Gulf of Mexico — this one for Statoil Gulf of Mexico LLC to drill a new well (Well No. 1) in the Walker Ridge Block 969 in 7,813 feet of water, approximately 219 miles off the Louisiana shoreline. Statoil had a rig under contract and an approved permit to drill a new well when activities in the Gulf were suspended following the explosion aboard the Deepwater Horizon rig. Statoil has contracted with the Marine Well Containment Co. to stop the flow of oil in the event of a blowout.

Court Lifts Injunction on Colorado Pipeline Construction

A federal appeals court has lifted a temporary injunction it issued to halt construction of a natural gas pipeline in western Colorado. In the June 18 order the 10th Circuit Court of Appeals said only that it was dissolving the injunction and “an opinion on the merits will follow in due course.”

CPUC Adopts PG&E Gas Accord Update, Winter Rebates

On the 10th anniversary of adoption of Pacific Gas and Electric Co.’s unbundling and opening of its natural gas transmission pipeline and storage system in what has come to be called its Gas Accord, the California Public Utilities Commission (CPUC) Thursday approved a 31-party settlement creating Gas Accord IV covering 2008 through 2010.

CPUC Adopts PG&E Gas Accord Update, Winter Rebates

On the 10th anniversary of adoption of Pacific Gas and Electric Co.’s (PG&E) unbundling and opening up of its natural gas transmission pipeline and storage system in what has come to be called its Gas Accord, the California Public Utilities Commission (CPUC) last Thursday approved a 31-party settlement creating Gas Accord IV covering 2008 through 2010. Separately, the CPUC also approved the utility’s proposed program for retail gas user rebates this winter as rewards for conserving energy in the height of the space heating season.
