Regional Reliability Councils and their members are about 90%compliant, but work still needs to be done to bring standards upand encourage non-members to join, according to the latest reportfrom the North American Electricity Reliability Council. NERC haspublished its findings for the second of four phases of its Year2000 Compliance Program, created to ensure adherence to NERC andregional standards.

Problems with non-regional member participation andnon-compliance by non-members remains “very difficult” to obtain,according to the report. However, increased awareness andcompliance process improvements, made following the completion in1999 of the first phase of the program, have already helped NERCdevelop insight into improvements for the future.

In the past two years, NERC has been able to ascertain wherethere are problems as well as opportunities when the program isfinalized. Among its findings are the following:
