FERC has set Dec. 3 for a technical conference in Anchorage, AK on its proposed regulations governing the conduct of open seasons for the Alaska Natural Gas Transportation System. The Commission’s action comes after President Bush signed into law last month a bill that provides for an $18 billion federal loan guarantee for the construction of the remaining 1,600 miles of the project. FERC expects to issue a proposed rule by about Nov. 18. The public would have until Dec. 17 to comment on FERC’s notice of proposed rulemaking. The law requires FERC to complete the regulations by Feb. 10, 2005.

Anadarko Petroleum Corp. signed an agreement Monday to sell its southeast Colorado properties to an affiliate of Citation Oil & Gas Corp. for $107.6 million. The assets are part of a group that the Houston-based independent announced it would sell in June as part of its refocused corporate strategy (see Daily GPI, June 10). The asset package includes an estimated 9 MMboe if proved reserves as of the effective date of the sale, July 1. The properties have current net production of approximately 3,000 boe/d, and are about 80% operated. About 90% of the proved reserves are classified as oil, and nearly 100% are developed. The transaction is expected to close by year-end 2004. Deutsche Bank Securities Inc. and Oil & Gas Journal Exchange/Madison Energy Advisors were financial advisers.
