FERC Chairman James Hoecker has announced the start-up of threenew offices, created as a result of the agency’s on-goingrestructuring.

The offices include: Office of Strategy and OrganizationalManagement with Acting Director Charles S. Whitmore; Office ofFinance, Accounting and Operations led by Director Thomas R.Herlihy; and FERC First! Project Office, with Christie McGue asdirector and reengineering advisor to Hoecker. Two of the newoffices – Strategy and Finance – contain elements of what wasformerly the Office of the Executive Director and Chief FinancialOfficer as well as other functions.

The Strategy Office will undertake strategic planning,performance assessment, will be responsible for human resources andleadership development, and will coordinate the implementation ofnew initiatives and future management review and planning. TheOffice of Finance will include budget funding, internal andexternal accounting policy, financial audits, internal controls,procurements and the operation of facilities. The FERC First!Project Office, will oversee the phase-in of its restructuring, andwill be disbanded when the process is completed.

Hoecker also has appointed Administrative Law Judge William J.Cowan to serve as Deputy Chief Judge under Chief Administrative LawJudge Curtis L. Wagner Jr.
