FERC on Friday issued an order amending Total Peaking Services LLC’s 1997 certificate to increase the sendout capacity of the company’s liquefied natural gas (LNG) peak-shaving facility in Connecticut to 90 MMcf/d from 72 MMcf/d.

Total Peaking filed in January to bolster the sendout capacity of its peak-shaving facility, located in Milford, CT, following the recent installation of a 780 gallons per minute (GPM) LNG pump. In addition to a sendout rate of 90 MMcf/d, the plant has a design liquefaction rate of 6 MMcf/d and a working gas capacity of 1,140 MMcf.

The Milford LNG plant, which was constructed in 1972, liquefies and stores natural gas in the summer for revaporization during peak periods in the winter heating season to supply Southern Connecticut Gas Co.’s gas utility needs. The plant receives natural gas for liquefaction and storage through facilities of Southern Connecticut that are connected to the interstate pipeline system of Iroquois Gas Transmission System. The Milford facility is leased under a financial arrangement involving Bank of America to Southern Connecticut, which in turn subleases it to Total Peaking.

“The proposed increase in the sendout capacity…to 90 MMcf/d would permit [Total Peaking] to more fully utilize the actual physical capability to its LNG plant’s full vaporization capacity to provide better service to its customers without constructing additional facilities or increasing costs,” the FERC order said [CP96-339-002].
