FERC has given Kern River Gas Transmission the go-ahead to construct an alternative delivery point to the constrained Wheeler Ridge point in southern California, which would provide shippers with as much as 500 MMcf/d of additional take-away capacity.

The proposed Kramer Junction delivery point would tap into a 42-inch portion of mainline jointly owned by Kern and Mojave Pipeline in San Bernardino County, and would deliver natural gas into the 32-mile, 30-inch diameter Adelanto Lateral, which is currently under construction by Southern California Gas (SoCalGas).

The Kramer Junction point will provide Kern River shippers with an “upstream alternative” to Wheeler Ridge into the SoCalGas distribution system, the pipeline said. Because the proposed delivery point will tie in with SoCalGas, making it the major beneficiary of the project, the California LDC has agreed to reimburse Kern for all construction costs.

Kern River shippers will have priority rights to the full 500 MMcf/d of new delivery point capacity, while Mojave Pipeline will have ancillary rights. The proposed facilities, which will include a small 20-inch diameter interconnecting pipeline and a meter station, will be operated by Mojave Pipeline Operating Co.
