TransGas Energy Systems LLC (TGE) is seeking permission to construct and operate a 1,100 MW combined-cycle generation facility in Brooklyn, NY, which could deliver wholesale power to load pockets in Brooklyn, Queens and Manhattan beginning in 2006.

The TransGas Energy Facility, which would be sited between the Greenpoint and Williamsburg sections of Brooklyn on the East River, would be fueled primarily by natural gas. Along with New York City load pockets, the facility could provide heat recovery and delivery infrastructure for potential steam sales for the steam system operated by Consolidated Edison Company of New York. TGE also is investigating the use of non-potable water for reuse in the system.

The project, which was submitted for review to the New York State Board on Electric Generation Siting and the Environment, would consist of four combustion turbines, heat recovery steam generators, two steam turbines, water treatment infrastructure, an electrical switch yard and a steam-cycle cooling system. The steam cycle would be air-cooled. When natural gas supplies are curtailed in the winter, the project would be designed to use the lowest available sulfur content backup oil system or lower sulfur fuel.

The proposed nine-acre site is the only zoning area in New York City that permits electric generating, and the site is heavily contaminated, according to TGE. However, TGE said it would remediate the site during construction.

The project is sited near both gas distribution mains and underground high-voltage transmission lines. A connection to KeySpan’s gas system is nearby, as well as several transmission lines. As an alternative to municipal water use, TGE is considering treating effluent wastewater that is now discharged to the East River or using non-potable groundwater from decommissioned wells. The treated water could be used for steam power as well.
