John W. Rowe, Chairman, President and CEO of Unicom, announcedthe appointment of Elizabeth Anne (“Betsy”) Moler, 50, as thecompany’s senior vice president for federal government affairs.Moler, currently an attorney in private practice in Washington,D.C. is a former chair of the Federal Energy Regulatory Commission(“FERC”). Upon completion of Unicom’s merger with PECO Energy, shewill head the combined company’s Washington office.

“We are delighted to have Betsy join Unicom to head ourWashington office,” said Rowe. “She is known across the nation asone of the leading experts in our industry. Her experience at FERC,at the Department of Energy (“DOE”) and on Capitol Hill isunparalleled. That experience will help us shape one of thenation’s premier utilities.”

Moler served as FERC chair from 1993-1997 and as the deputysecretary for the DOE from 1997 to 1998. She was first appointed toFERC in 1988. Prior to that she was senior counsel to the U.S.Senate Energy and Natural Resources Committee. She has a B.A. inInternational Relations from the American University School ofInternational Service and a J.D. from the National Law Center atGeorge Washington University. While at FERC, Moler was thearchitect of FERC Order Numbers 888 and 889, which requiredutilities to open their transmission lines to their competitors,thus paving the way for electric utility industry restructuring.

“I am excited about joining the management team at Unicom and,eventually, working for the combined company,” said Moler. “BothUnicom and PECO have been leading the industry throughrestructuring. Once the merger is complete, the combined companywill be a major competitor in the emerging energy industry. I lookforward to representing it in Washington.”
