Southern California Gas declared a high-linepack OFO for Friday, setting a 10% tolerance for positive daily imbalances.

Indicating insufficient response to its actions against positive imbalances a day earlier (see Daily GPI, June 23), Transco said a systemwide Imbalance OFO would take effect Saturday until further notice with a minimum $50/Dth penalty for customers that did not limit their due-shipper imbalances (i.e., long to the pipeline) to no more than 10% or 1,000 Dth, whichever was greater.

Florida Gas Transmission extended an Overage Alert Day for market-area customers into its third day Thursday, but after tightening the tolerance for negative daily imbalances to 10% Wednesday, it loosened the tolerance a bit to 15%.

Tennessee lifted Thursday afternoon several meter-specific Balancing Alert OFOs that it had issued a day earlier.

Northwest said it was experiencing “a significant amount of land movement” across its mainline and loop-line just south of the Kemmerer (WY) Compressor Station. Crews are mobilizing and will begin stress relief excavations Monday, the pipeline said. Safety concerns will require segments of the mainline or loop line to operate at reduced pressure or be isolated and blown down during the work, Northwest said. As a result, available capacity at Kemmerer will be reduced to 331,000 Dth/d at that time until further notice. “If movement is detected on either line during excavation, both lines will be immediately isolated and blown down until the situation has been remediated,” Northwest said. Preliminary scheduled quantities through Kemmerer for Thursday’s gas day were about 284,000 Dth/d. If primary nominations exceed the available capacity during the work, Northwest will declare a deficiency period and allocate nominations accordingly, Northwest said, estimating that the excavations will continue through next Wednesday. “Since Northwest has a significant storage balance at the Jackson Prairie facility, the maximum net receipts for Park and Loan [service] at Jackson Prairie will be set to 300,000 Dth/d to offer shippers an alternate supply during the Kemmerer outage.”
