Pacific Gas and Electric issued a systemwide Stage 2 low-inventory OFO on its California Gas Transmission system, setting penalties of $1/Dth for exceeding a 5% tolerance on negative daily imbalances.

Rockies Express (REX) declared a force majeure event Tuesday at its Julesburg Compressor Station after a power outage caused a short circuit in a variable frequency drive transformer. REX said it limit scheduled quantities through Segment 240 to 1,550,000 Dth/d until further notice, and at this level AOR/IT, secondary and primary FT quantities are at risk of not being fully scheduled.

Reporting that “selected” maintenance activities had been completed early, Kern River said the maintenance-related capacity constraint effectively was shifted Tuesday from Veyo Compressor Station to Coyote Creek Compressor Station. Coyote Creek capacity was cut from 1,953,000 Dth to 1,900,000 Dth for Tuesday’s gas day, Kern River said, while Veyo daily capacity was increased to the May default of 2,212,000 Dth.

Southern Star Central has scheduled two separate annual maintenance projects for May 7-13 and May 7-20 on the Rawlins-to-Hesston segment of LS 490. See the bulletin board for capacity constraints to be created by the work at the Cheyenne Compressor Station in Weld County, CO, and at the Ogallah Compressor Station in Trego County, KS.

Southern said it has completed pipe replacement work on a section of the 20-inch diameter North Main Line just downstream of Pell City Compressor Station and resumed taking nominations at the Plant Calhoun Power delivery point.

Williams Partners announced placing into service Sunday two expansions of Transco, adding a combined 598,500 Dth/d of firm transportation capacity to markets in the southeastern United States. The Mobile Bay South II project created an additional 380,000 Dth/d of southbound capacity on the Mobile Bay Lateral from Transco’s mainline at Station 85 near Butler, AL, to its interconnect with Gulfstream in Coden, AL. Also placed into service was the second phase of the company’s 85 North expansion project, increasing Transco capacity by 218,500 Dth/d to serve electric power generating facilities in North Carolina. Phase I of the 85 North expansion was placed into service in July 2010, adding 90,000 Dth/d of capacity to markets in Alabama.
