Northern Natural Gas extended a System Overrun Limitation in all market-area zones through at least Friday, when it projects a system-weighted temperature averaging 9 degrees.

Tennessee lifted Thursday an Imbalance Warning in downstream Zones 5 and 6 that had been implemented Monday. Tennessee also reported further progress in the investigation of a pipe rupture Feb. 10 (see Daily GPI, Feb. 14) near Station 214 (Carrolton, OH) and said Line 1 there has been returned to service. It continues to work with regulatory authorities to develop a plan to return Line 4 to service. Based on current nominations, Tennessee said it did not anticipate restricting nominations pathed through Station 214 throughout the weekend.

Pacific Gas and Electric is issuing a Cold Weather Alert on its California Gas Transmission (CGT) system for Saturday and Sunday, saying the forecast calls for many areas to be at or beyond its Cold Winter Day (CWD) conditions, including San Francisco and the San Francisco peninsula. The CWD design temperature is defined as the coldest temperature that may be exceeded once every two years, on average, the dual utility said, adding that the system-weighted mean temperature for a CWD is about 37 degrees. The average daily temperatures for San Francisco this weekend are forecast to be 41-42. CGT was not expecting local curtailments.

TransCanada reported Thursday morning that effective with Wednesday’s gas day it had ended the Emergency Operating Condition (EOC) implemented Monday in connection with last weekend’s mainline explosion and fire in northern Ontario. While capacity remains unchanged, warmer weather and decreased market demand have resulted in lower firm nominations through mainline bottlenecks such as the rupture segment, TransCanada said, and thus it was able to authorize some “discretionary” (nonfirm) nomination requests starting with Thursday’s Intraday 1 cycle. The pipeline estimated that it will be able to restore operations through Line 3 late Saturday, leaving only Line 2 isolated in the segment.

Having implemented Thursday a Stage III Overrun Entitlement for Receiving Parties north of Kemmerer Compressor Station, Northwest said a Recall Advisory and an OFO will take effect Friday until further notice at the Kemmerer and Roosevelt stations. Northwest explained that forecasts of “extremely cold” weather in its major market areas and current operating conditions have hindered its ability to move additional gas through Kemmerer and the Columbia River Gorge. The pipeline also mentioned dropping withdrawal capability at the Jackson Prairie storage facility decreasing coincident with the decreasing reservoir balance, noting that during recent periods of extreme cold, peak withdrawals at Jackson Prairie have exceeded the facility’s current maximum withdrawal capability.

Gulfstream canceled Thursday the Operations Advisory it had issued Feb. 15 due to high linepack.

El Paso estimated a March 7-8 reduction of 145 MMcf/d from Bondad Station base capacity of 745 MMcf/d while the No. 1 compressor undergoes inspection following 4,000 hours of operation.
