Pacific Gas and Electric issued a systemwide Stage 2 low-inventory OFO on its California Gas Transmission system for Wednesday, setting penalties of $1/Dth for exceeding a 5% tolerance on negative daily imbalances.

TransCanada has reduced all discretionary service nominations to zero through the impacted area of a rupture that occurred Saturday in northern Ontario (see related story), and it does not expect any to become available through at least Wednesday. Two of the three lines there remained isolated Tuesday while the third has been returned to service, TransCanada said. It declared a related Emergency Operating Condition (EOC) Monday, which it expects to last until the start of Wednesday's gas day. Tennessee lifted Tuesday an Imbalance Warning for upstream Zones 0, L, 1 and 2 that had been issued on the previous Monday (Feb. 14). However, citing low linepack and limited operational flexibility to manage negative imbalances, it reinstated Monday an Imbalance Warning in downstream Zones 5 and 6 that encouraged shippers to run positive imbalances temporarily. A previous one in those zones had been canceled last Wednesday. It also issued Tuesday a meter-specific Balancing Alert OFO at three meters; see the bulletin board for details.

Gulf South will begin maintenance next Monday at Airport Compressor Station and expects it to continue until April 1. Physical gas flow through the station in either direction between Index 300 (30-inch diameter Mobile Pipeline) and Index 880 (30-inch diameter Mobile Bay Pipeline) will not be available, Gulf South said. Nominations and gas flow from receipt to delivery locations on Mobile Bay Pipeline will continue to be available for service.

NGPL said it expects to complete construction and place into service a new Louisiana Line interconnect, Bridgeline-Johnsons Bayou, in mid-March. The delivery point is just downstream of Compressor Station 342 in Cameron Parish, LA.
