Saying it has limited operational flexibility to manage imbalances in zones 0, L, 1 and 2, and due to the force majeure at Station 214 in Ohio resulting from a potential pipe rupture Thursday night, Tennessee issued an Imbalance Warning Monday requiring all delivery point operators in those zones to keep actual daily takes out of the system equal to or greater than scheduled quantities regardless of their cumulative imbalance position. Similarly, all receipt point operators in the zones were asked to keep actual daily receipts into the system equal to or less than scheduled quantities regardless of their cumulative imbalance position.

Texas Eastern lifted Monday its restrictions on creation of due-pipe imbalances and payback of due-shipper imbalances for all points upstream of the M-3 market-area zone. However, Texas Eastern said, it continues to require all M-3 delivery point operators to keep actual daily takes out of the system less than or equal to scheduled quantities regardless of their cumulative imbalance position, and all M-3 receipt point operators are required to keep actual daily receipts into the system greater than or equal to scheduled quantities regardless of their cumulative imbalance position. Affiliate Algonquin later advised shippers of the same requirements on its system in New England.

CenterPoint said Monday shippers are no longer under an Operational Alert that was issued early this month due to a shortage of supply in its West-1 Pooling Area (see Daily GPI, Feb. 4).

The Hess Corp.-operated Sea Robin Gas Processing Plant currently is not processing until further notice but continues dehydration operations, reported Sea Robin Pipeline Monday.

Citing current conditions at its Clay Basin storage facility, effective last Saturday Questar began limiting total withdrawal nominations to 470,000 Dth/d. Based on Timely cycle withdrawal nominations for Saturday’s gas day, no nominations will be affected by this change, Questar said.
