Citing “significantly lower than normal system-weighted temperatures,” Northern Natural Gas issued a System Overrun Limitation in all market-area zones for Saturday through Monday.

Citing forecasts indicating that “the coldest weather of the year will arrive in Southern‘s market area on Sunday,” the pipeline said it would implement a Type 6 OFO Type 6 for short imbalances effective that day until further notice. “Based on anticipated demand, [storage] withdrawal requirements will exceed” its capability starting Sunday, the pipeline said. Tiered penalties will be assessed to shippers exceeding a negative daily imbalance of 2% or 200 Dth, whichever is greater.

After lifting a previous System Protection Warning (SPW) Thursday, MRT said a new one would go into effect Saturday due to cold weather forecasts for its market area. See the bulletin board for SPW details.

Pacific Gas and Electric issued a new systemwide Stage 2 high-inventory OFO on its California Gas Transmission system for Saturday after having ended a previous one Thursday. It again set penalties of $1/Dth for exceeding a 5% tolerance on positive daily imbalances.

Tennessee said due to demand exceeding capacity resulting in a loss of linepack downstream of Stations 245 and 321, a Critical Day 1 OFO will take effect Tuesday in downstream Zones 5 and 6 for all LMS-PA Balancing Parties. They will be required to maintain an actual daily flow rate “not exceeding a tolerance of 2% of scheduled quantities or 500 Dth, whichever is greater, for underdeliveries into the system and overtakes from the system.”

Tennessee said an outage will take place on the 547J-100 line Wednesday for valve replacement, during which three delivery meters will be shut in.
