Pacific Gas and Electric issued a systemwide Stage 2 high-inventory OFO on its California Gas Transmission system for Thursday, setting penalties of $1/Dth for exceeding a 5% tolerance on positive daily imbalances.

ANR said Wednesday it has shut in Eugene Island 307 offshore Louisiana until further notice to perform unplanned pipeline maintenance in association with a possible leak. ANR also reported shutting in the Vermilion 380 receipt point until further notice and said it is not accepting nominations for the location.

Reminding shippers of the annual bottom hole pressure test scheduled for Oct. 4-7 at the Jackson Prairie storage facility, Northwest said this test coupled with the facility's contract fill requirements has nearly eliminated all available space at Jackson Prairie. As a result, Northwest's balancing flexibility on its system's north end is extremely limited, the pipeline said, and "it is imperative that shippers stay on rate and not bank or draft the system." Any banking or drafting between now and the expected completion of the testing on Oct. 8 will likely result in a declared entitlement for all parties north of the Kemmerer Compressor Station, Northwest added.

Columbia Gas (TCO) said Wednesday it now expects to return Line P to service Oct. 6; the rupture of a short segment last month (see Daily GPI, Sept. 16) had created an inability to flow gas on the line in the southern portion of Lawrence County, KY. An associated force majeure remains in effect until further notice. However, "due to the reticulated nature of TCO, gas flowing on the Line P, Boldman and KA Low segments can flow east," the pipeline said; see the bulletin board for conditions on priority of such flows.
