Southern California Gas declared a high-linepack OFO for Tuesday’s Intraday 1 nominations cycle, saying it will assess Buy-Back charges in accordance with its rules and tariffs to customers who deliver into its system more than 110% of their actual gas usage on the OFO day. The OFO notice was not sent to shippers by the Envoy bulletin board system until early Tuesday morning.

Kern River said it continues to work with its vendor on the factory repair and reinstallation of a failed unit at the Goodsprings Compressor Station. “At this time the repair is in its final stages and Kern River anticipates that the unit will be available” for Thursday’s gas day, the pipeline added. Until then operational capacity through Goodsprings will remain limited to 1,590,000 Dth/d. Kern River said the impact to firm nominations so far has been zero, which it expects to continue while the unit is unavailable. “Additionally, if nominations through Goodsprings remain similar to those during the last [10] days, reductions to interruptible transportation should also be zero. Furthermore, nominations to markets in Las Vegas are not affected by the outage because the Veyo [Compressor Station] operational capacity remains 2,055,000 Dth/d.”

Northwest, which began two days of scheduled maintenance Tuesday at Buhl Compressor Station, said primary firm nomination requests through the station have exceeded the available capacity of 496,000 Dth/d. In addition, during preparations for a withdrawal test at the Clay Basin storage facility Questar is not accepting injection nominations (see Daily GPI, March 25), “which severely limits Northwest’s balancing flexibility,” Northwest said. Thus, it gave shippers notice of a Declared Deficiency Period beginning in the Evening cycle of Tuesday’s gas day. Based on a Buhl design capacity of 585,000 Dth/d, the Daily Deficiency Volume is 89,000 Dth/d, Northwest said. It expects the Declared Deficiency Period to last through Wednesday.

Tennessee now says it does not expect third-party resolution of a March 13 force majeure event in the South Marsh Island 249 area until around April 30. Last week it had anticipated that the resolution would occur by March 31 (see Daily GPI, March 19). Until the force majeure is lifted, no physical flows are being allowed at 13 meters in the South Marsh Island and Vermilion areas offshore Louisiana.

A day after saying a similar problem at the same point that had developed last Friday was resolved, NGPL said Tuesday a new gas quality problem was reported at the Camrick PLT Carrerra/NGPL Beaver receipt point in Beaver County, OK. Effective with Intraday 1 nominations Tuesday until further notice this point is unavailable, NGPL said.
