Pacific Gas & Electric issued a systemwide Stage 2 high-inventory OFO for Thursday, setting penalties at $1/Dth for exceeding a 5% tolerance on positive daily imbalances.

Until further notice Columbia Gulf is not allowing any payback of due-pipeline imbalances or creation of positive imbalances. “Shippers currently holding a positive imbalance must draw down the imbalance as soon as possible,” the pipeline said, adding that if customers fail to comply with its Critical Notice, Columbia Gulf may issue customer-specific OFOs. To avoid OFOs and associated penalties, imbalances must be eliminated by the end of the calendar month in which they are reported to a shipper. “Imbalances incurred in one rate zone can be eliminated either by transactions made in that same rate zone, or by transferring balances between zones,” Columbia Gulf said. “Transportation service fees may be assessed if applicable.”

Northwest will conduct annual inspections at the Burley and Lava Hot Springs compressor stations during the May 24-30 period. This work will lower available Burley capacity 593,000 Dth/d to 469,000 Dth/d for the May 24-25 gas days and Lava Hot Springs will be reduced from 648,000 Dth/d to 578,000 Dth/d for the May 29-30 gas days, Northwest said. If primary nominations exceed available capacity through the affected area, Northwest will declare a deficiency period and cut nominations accordingly.

NGPL will perform two hot taps Thursday to tie in new interconnects on both the west and east sides of Station 801. NGPL anticipates that the work will last 12-13 hours, during which six points will be unavailable for flow: The pipe said it is working with the point operators and does not expect customers to be affected. It noted that the work was delayed by one day from its originally scheduled date.
