Projecting that its California Gas Transmission system linepack would rise above maximum target levels over the weekend, Pacific Gas & Electric issued a systemwide Stage 2 high-inventory OFO for Saturday. It set penalties of $1/Dth for exceeding a 10% tolerance on positive daily imbalances.

With the return of 120 MMcf/d of injection capacity at its Aliso Canyon storage facility after a one-day maintenance constraint (see Daily GPI, May 2), Southern California Gas was able to lift for Saturday a high-linepack OFO that had been in effect for the previous two days.

Citing high linepack on pipelines upstream of its system, Southwest Gas declared Thursday afternoon a “hold to burn notice” that will remain in effect until further notice. Southwest asked customer cooperation to ensure that actual takes meet or exceed scheduled supply in order to reduce linepack to an acceptable level. It also said positive daily nominations for imbalance paybacks from customers to Southwest have been eliminated until further notice. “If current conditions persist, an OFO may be invoked at a stage determined at the time of declaration if/when it becomes necessary,” Southwest said.

El Paso said it was experiencing high line pack of 7.833 Bcf while its Washington Ranch storage facility was at maximum injection capability. If shippers fail to bring their supplies in balance with their takes, a declaration of Strained Operating Conditions may be required, the pipeline said. El Paso also reported that an outage of Belen Station would last until at least Monday. “Parts are being shipped in and if all goes well, Belen will be available the afternoon of May 7,” a bulletin board posting said. The capacity reduction of the San Juan Crossover will continue to be 75 MMcf/d through Monday. El Paso previously had hoped to return the station to service last Friday afternoon (see Daily GPI, May 4).

Gulf South said a gas quality issue with Enbridge at the Goodrich interconnect with Gulf South’s West 30-inch diameter transmission line (see Daily GPI, April 30) has been resolved and it resumed taking nominations at the point Thursday. However, the gas quality problem continues at the NGPL interconnect in the same location and a shut-in there will continue until further notice, Gulf South said.
