After cautioning Tuesday that it might need to do so soon, Florida Gas Transmission followed up by issuing an Overage Alert Day for market-area customers Wednesday, noting forecasts of warmer weather in central Florida and low linepack. The tolerance for negative daily imbalances was set at 25%. The pipeline said it would not interrupt any previously scheduled market-area ITS-1 service for Wednesday's gas day.
Southwest Gas issued a Stage 3 OFO Wednesday due to low linepack on upstream pipelines (specifically Kern River) and drafting of its system. The OFO will be in effect until further notice. Transportation customers of the LDC were notified that the daily operating window has been reduced to 0% and negative daily nominations for imbalance paybacks from Southwest to customers have been eliminated until further notice.
Noting that linepack had decreased by more than 200,000 dekatherms during Tuesday's gas day due to supply shortages and drafting by delivery point operators, resulting in low linepack systemwide, Kern River said Wednesday it would work with receipt point operators throughout the day and request that confirmations be reduced in the Intraday 1 or Intraday 2 cycles to ensure that shortages did not continue. In addition, Kern River said it is concerned about recent pricing volatility affecting the integrity of the system. "As a result, Kern River insists that all delivery point operators nominate sufficient supply to their points to ensure that drafting does not continue. At any delivery point operator who drafts the system on gas day April 11...Kern River will reduce the physical flow to the respective delivery point in the April 12...Intraday 1 cycle by the quantity that was drafted" Wednesday.
Gas quality issues are negatively impacting Questar's southern system operations, the pipeline reported, and to maintain its ability to meet delivery point specifications, Questar is limiting the amount of condensate accumulated on its southern system. Starting Thursday Questar will only accept volumes between the Fidlar and Price Compressor Stations that have a cricondentherm hydrocarbon dew point less than 60 degrees F as measured on a real-time basis. Based on gas compositions between noon Monday and noon Tuesday, April 10, 2007 the Island 52-3, Mesa Tap and Riverbend MM points will be impacted Thursday, Questar said.
