Pacific Gas & Electric implemented a systemwide Stage 2 high-inventory OFO for its California Gas Transmission system Saturday. The order assesses penalties of $1/Dth for exceeding a 16% tolerance on positive daily imbalances.

Questar said operating conditions during the Clay Basin storage facility test require that starting April 1 until further notice, it will not accept imbalance payback nominations either to or from the pipeline. Following Monday’s completion of the test in which no injections are allowed (see Daily GPI, March 27), Questar will conduct a withdrawal test Tuesday. Then from Wednesday through April 18, the Clay Basin reservoir will be shut in, during which only transfer nominations will be processed and no injection or withdrawal nominations will be accepted. Normal operation is scheduled to resume April 19.

Citing contractor issues related to the proposed work barge, Southern Natural Gas delayed the start date of about two weeks of maintenance on the Mississippi Canyon 397 Line offshore Louisiana. Southern previously had expected to begin the work on or about April 1 (see Daily GPI, March 29). It will post a new start date as soon as it is available.
