TGT issued an OFO that took effect Saturday and directs no-notice and storage customers “to comply with the 68% minimum seasonal storage withdrawal obligations in their service agreements.” The OFO will remain in place until April 1, TGT said. See the bulletin board for further details.

Citing information received from the points’ operator, CIG and WIC now expect the Lost Creek receipt points on their systems to remain shut in (see Daily GPI, Feb. 26) until “sometime” during the current week.

Based on the best information available to it, Southern Natural Gas expects to complete repairs around mid-March of third-party damage on the 18-inch diameter South Pass Line offshore southeast Louisiana (see Daily GPI, Jan. 30). Because of the unscheduled outage, Southern is unable to accept nominations at the Main Pass 61A, Main Pass 61B and Main Pass 61B Buy Back points.

Dominion Transmission has announced a non-binding open season for as much as 400,000 dth/d of firm transportation (FT) service with the receipt point at Leidy in Pennsylvania running to an interconnect with the proposed Millennium Pipeline, presumably somewhere in New York State. Dominion did not respond to queries for further details. The Millennium portion of the recently approved Northeast Project calls for the construction of 181.7 miles of 30-inch diameter pipeline from Corning, NY, in the southwestern part of the state to Ramapo, NY, in Rockland County, just north of New York City. The Millennium project is targeted for completion in 2008 (see Daily GPI, Dec. 22, 2006). Dominion said the rate for the proposed firm transportation will be based on the level of market participation and the final design of the project’s facilities. The open season started March 1, 2007 and will end at 5:00 p.m. EDT on Friday, March 30, 2007. Shippers wishing to subscribe to this non-binding service offering must provide the following items by the close of the open season: (1) A completed Service Request Form which must include the requested transportation quantities, transportation receipt and delivery point(s), and the primary term of service, which must not be less than 15 years. (2) Evidence of creditworthiness satisfactory to Dominion. After the open season Dominion will begin the process of finalizing the project design and negotiating precedent agreements.
