Pacific Gas & Electric issued a systemwide Stage 2 high-inventory OFO for Sunday and Monday, then lifted it Tuesday. The penalty for exceeding a 5% tolerance on positive daily imbalances was set at $1/Dth.

Southern California Gas declared a high-linepack OFO with 10% tolerance for positive daily imbalances Sunday, then allowed it to lapse Monday.

Florida Gas Transmission (FGT) kept an Overage Alert Day that had begun last Wednesday in place through Monday before ending it Tuesday. FGT also began maintenance Tuesday on its 22-inch diameter mainline between Compressor Stations 4 and 6 in Texas that is expected to last through the end of February. During this work there will be no gas flowing through the mainline just upstream of Galveston Bay. FGT is scheduling zero volumes into into its system upstream of Galveston Bay, but is allowing flows downstream of the bay. NGPL Jefferson is one of the first major interconnects just to the east of Galveston Bay, FGT noted.

Dominion rescinded Tuesday OFOs #1 (FTNN Hourly Limit) and #2 (Conform Transportation Services to Scheduled Nominations) that had applied to its PL-1 system.

Transco reported completion of repairs in Eugene Island Block 135 on its Southeast Louisiana Lateral and began accepting nominations again Tuesday for the Intraday 2 cycle at four meters that had been shut in by the work. The repairs were finished five days in advance of Transco’s most recent projection for completing the weather-delayed project (see Daily GPI, Feb. 15). The pipeline also said the Eugene Island 135 and South Marsh Island 48 meters, which had been unable to flow due to damage associated with Hurricanes Katrina and Rita, were allowed to resume production.

In an update on the Hurricane Katrina-related force majeure upstream of Toca Compressor Station in southeast Louisiana, Southern Natural Gas reported completing sufficient repairs to its facilities to allow flows to resume at the West Delta 152 Newfield receipt point.

Saying a gas quality issue at the Starks meter in southwest Louisiana (see Daily GPI, Feb. 20) had been resolved, Tennessee resumed accepting nominations there Sunday.
