El Paso set an imbalance tolerance of 10% in declaring a systemwide Strained Operating Condition Tuesday. “Due to a combination of supply underperformance and takes in excess of scheduled quantities, linepack is declining at a rate that is not sustainable,” the pipeline said, adding that its Washington Ranch storage facility was on maximum withdrawal. “Performance caps are being applied to supplies that are flowing at less than scheduled quantities. Customers are strongly encouraged to review their transport to ensure that their takes are in balance with their supplies and to ensure their scheduled supplies are performing as expected. If the situation does not improve, the imbalance tolerance will be reduced and a Critical Operating Condition could be declared,” El Paso said.

Dominion said effective Wednesday there will be no interruptible capacity and limited secondary capacity available at the Niagara Mohawk delivery point (meter #20550) until further notice. “The reason for this action is the forecasted weather conditions as well as the anticipated corresponding firm load requirements,” Dominion said. It also limited the TGP-Brookview (Tennessee interconnect) delivery point to primary service only until further notice.

Columbia Gas designated Wednesday as a “Critical Day” in Market Areas 1, 2, 3, 4, 6, 7, 21, 22, 23, 24, 25, 26, 27, 28, 29, 30, 31, 32, 33, 34, 35, 36, 38, 39 and 40. The same conditions will apply as on previous Critical Days (see Daily GPI, Jan. 16).

Saying market-area temperatures along its system are forecast to return to normal levels, Transco is lifting Wednesday its restrictions on “due-from-shipper” imbalance makeup nominations and on incremental Park quantities or the payback of any Loans under Rate Schedule PAL. Pool tolerances will remain at 1%, Transco said. Excess storage injections under Rate Schedules GSS, WSS WSS-OA will be available. Transco also added Eugene Island 100 (meter #2432) to a list of receipt points that were shut in Tuesday until the end of January while repairs are made to a section of pipe in Eugene Island Block 135 on its Southeast Louisiana Lateral that was damaged during the 2005 hurricanes (see Daily GPI, Jan. 16).

Citing warmer temperatures in the Grants Pass area, Northwest said it is adjusting the Overrun Entitlement for Receiving Parties on the Grants Pass Lateral (Oregon City south) from Stage II (8% tolerance ) to Stage III (13%) beginning Thursday until further notice. The Stage II (8%) Overrun Entitlement for the Spokane and Wenatchee Laterals and the Stage III (13%) Overrun Entitlement for all other Receiving Parties located north of Kemmerer (WY) Compressor Station will remain in place until further notice, Northwest said.

Questar said late Friday it had experienced a mechanical failure at Greasewood Compressor Station, and as a result nominations to TransColorado at the MAP 297 point were reduced to 35,000 Dth/d until further notice.

Gulf South said it began unscheduled maintenance Monday on Unit #1 at McComb Compressor Station. The work is expected to continue through Thursday and could affect station capacity by as much as 50,000 Dth/d, Gulf South said.

ANR reported completing inspection and repairs on its segment just west of the LaGrange Compressor Station. The 24-inch diameter segment between Main Line Valves 82 and 83 in Cass County, MI is back in service and the associated capacity restriction for Bridgman East CFTP (see Daily GPI, Dec. 27, 2006) was lifted Saturday, ANR said.

Columbia Gulf said Tuesday it had found a leak on the Bluewater 200 Loop Line on the Western Shore Line between Vermilion 245 and Pecan Island offshore Louisiana. A number of Columbia Gulf and Tennessee (which shares ownership of the Bluewater System) platform meters may experience lower than normal pressures during preparation for repairs during the next 48 to 72 hours, Columbia Gulf said.

Westcoast restored its imbalance tolerance range to the normal 10% pack/10% draft after having encouraged packing of the system for more than a week with a range of 20% pack/zero draft.
