Citing recent forecasts of “a large influx of arctic air over the Pacific Northwest later this week,” Northwest said Monday it is expanding the entitlements implemented last week (see Daily GPI, Jan. 8) to include a Stage II (8%) Overrun Entitlement for Receiving Parties on the Grants Pass and Spokane Laterals starting Wednesday. The Grants Pass entitlement will apply only to points south of the Oregon City Compressor Station. All the entitlements will remain in effect until further notice, Northwest said.

Affiliated pipelines Texas Eastern and Algonquin said Monday that effective immediately until further notice, they are again accepting nominations for resolution of outstanding due-pipe imbalances. “Shippers are requested to nominate such that both due-pipe and due-shipper imbalances trend toward zero,” they said.

Anticipating a return to more normal winter temperatures in its service area, Transco ended Monday an Imbalance Operational Control that had been implemented Friday and barred nominations for resolution of due-pipeline imbalances (see Daily GPI, Jan. 4). However, Transco said Parking or Loan Payback under Rate Schedule PAL and excess storage injections are not available, and it will continue to enforce a 1% scheduling tolerance at pooling locations.

For much of this winter Westcoast has had an imbalance tolerance range of 20% draft and zero pack due to excess linepack. However, system volumes have dropped so much that Westcoast now has a tolerance range of zero draft and 20% pack in place.

Southern Natural Gas reported Saturday morning it had experienced an unscheduled outage at the Woodcliff Compression Station on the Wrens-Savannah Line in Georgia. Based on the best information available at the time, Southern did not expect the unit to return to service before Monday, and as a result interruptible receipt capacity from the Elba Island LNG terminal was reduced by 90,000 Dth/d. However, in a subsequent posting Saturday afternoon, Southern said repairs has been completed and it would resume scheduling the full interruptible receipt capacity from Elba Island on the next available cycle. “Please note that no reductions in scheduled quantities were required during the outage,” the pipeline said.

Florida Gas Transmission will perform unscheduled examination of its line upstream of Station 6 starting Tuesday morning. The examination may take several days, the pipeline said. While it is ongoing, FGT will schedule up to about 150,000 MMBtu/d through Station 6; that is half of the station’s normal capacity.

Questar reported being informed of a delay in repairs to Greasewood Compressor Station, which experienced a Dec. 16 mechanical failure. Repairs will not be completed until Jan. 12, the pipeline said Saturday. In late December it had expected the station’s return to service to be Jan. 8 (see Daily GPI, Dec. 26, 2006).
