Citing a forecast of much colder temperatures in the Pacific Northwest in the next several weeks, Northwest said it will “ensure the preservation of its Jackson Prairie [storage] balancing account” by declaring a Stage II (8% tolerance) Overrun Entitlement for Receiving Parties on the Wenatchee Lateral and a Stage III Overrun Entitlement (13% tolerance ) for all other Receiving Parties located north of the Kemmerer (WY) Compressor Station. The entitlements become effective Tuesday until further notice. Northwest said it will continue to cut alternate gas as necessary to preserve primary firm service or to move balancing gas from Questar’s Clay Basin storage facility to Jackson Prairie where appropriate, and it encouraged customers “to secure adequate supplies from Canadian supply sources, particularly Sumas, during cold periods in order to avoid entitlements and OFOs.”

Beginning Monday and continuing until Jan. 29, Questar will be performing maintenance on the compressors at its Clay Basin storage facility. As a result, physical injections will not be available during this period.

Noting that it continues to experience unseasonably warm market-area conditions and has limited storage injection capability, Transco said Thursday afternoon it is issuing an “Imbalance Makeup Notice Due to Buyer or OBA [Operational Balancing Agreement] Party” in order to maintain operational flexibility. Affected customers must ensure that their cumulative monthly due-shipper or due-OBA party imbalances (i.e., long imbalance positions) doe not exceed 5% or 1,000 dekatherms (whichever is greater) by the end of Monday’s gas day, Transco said.

Southern California Gas plans to relocate a section of Line 225 between Main Line Valves 9a and 10 on Jan. 23. This will cause both the loss of 1 Bcf/d of withdrawal capacity at the Honor Ranch storage facility and a loss of 430 MMcf/d of Wheeler Ridge border receipt capacity, SoCalGas said.

ANR announced another delay in completion of unplanned engine repairs at Patterson (LA) Compressor Station, which are restricting Patterson-to-Eunice Compressor Station delivery capacity in the Southeast Gathering Area to 650,000 Dth/d. In its first delay report in late December (see Daily GPI, Dec. 26, 2006), the pipeline had expected the repairs to continue through Jan. 5. Now it expects them to last through the end of January.
