El Paso set an imbalance tolerance of 4% in declaring a systemwide Strained Operating Condition Thursday. "Underperforming supplies in combination with takes that exceed scheduled quantities have significantly reduced linepack," the pipeline said, adding that its Washington Ranch Storage facility is at maximum withdrawal rates. El Paso said it will place performance caps on nonperforming supplies, and will declare a Critical Operating Condition if the situation does not improve.
Due to cold weather in its service area, MRT implemented a System Protection Warning Thursday subject to these conditions: MRT will not schedule any Main Line IT or AOR volumes for delivery north of Glendale, AR; and firm volumes will be limited to their primary direction of flow. MRT said that in order to avoid OFOs, shippers who were relying on Main Line IT and/or AOR services were encouraged to resource supply to its East Line, where capacity is currently available, or reduce applicable delivery volumes.
Southwest Gas declared a Stage 2 OFO Thursday, citing low linepack on upstream pipelines and drafting of its own system. "The daily operating window has been reduced to 10% and negative daily nominations for imbalance paybacks from Southwest to customers have been eliminated until further notice," the Las Vegas-based LDC said.
An unspecified force majeure event occurred Thursday morning at Station 302 in Montgomery County, TX, NGPL said. Repairs have begun but the outage duration is unknown, it added. NGPL did not anticipate any intraday scheduling cuts for Thursday's gas day, but said that effective Friday until further notice ITS/AOR and Secondary out-of-path transports through the station will be at risk of not being fully scheduled. Also, primary firm and secondary in-path transports are at risk of not being fully scheduled.
Reporting low linepack systemwide that it attributed to excessive drafting, Kern River said that if operators continue to take more gas than is scheduled, it "will take whatever actions are necessary to ensure the integrity of the system is maintained."
Saying it is experiencing low linepack levels, Transwestern asked operators Thursday to closely adhere to scheduled volumes. To insure operational integrity, Transwestern said it will take further measures as necessary, including rescheduling quantities if supplies are not being received.
With cold temperatures forecast across its entire system, East Tennessee Natural Gas said it anticipates implementing its Maximum Allowable Delivery Service effective with the start of Sunday's gas day. ETNG also expects to restrict secondary receipts upstream of Stations 3104 and 3205 as well as secondary deliveries downstream of Station 3313 on the 8-inch diameter 3300 Line between Rural Retreat and Roanoke.
Dominion plans to take Engine No. 8 at Cornwell Station out of service for an estimated four weeks of maintenance starting Monday. Production in bubbles 2205, 2206 and 2207 must be reduced approximately 30% during this work, the pipeline said.
Northwest has activated the Corral receipt point at an interconnect with Questar in Uintah County, UT just south of Northwest's Redwash Lateral for initial flows Friday. The Questar Gas Management-operated point has capacity of 160,000 Dth/d.
